It is the policy of Foote Axle to maintain an effective system for integrating
the quality development, maintenance, and improvement efforts of the various
groups in its organization so as to enable production and service at the most
efficient levels which allow for full customer satisfaction. In so doing the company
will continue to market only products of a quality that will merit and earn the highest
degree of customer satisfaction by performing expected functions reliably and effectively
in accordance with customer expectations.

Within the framework of this policy the quality assurance function has been delegated the authority and assigned the responsibility to assure Foote Axle's quality efforts and that
its products meet the highest acceptable quality standards. The Foote Axle Program is
designed to meet these objectives by placing emphasis on quality teamwork, and control in
the responsibility of designing and manufacturing the requisite quality into the products.
